Safety so they don“t get ambushed by gangsters when they“re off duty. Protocol because they can“t mix their personal lives with work since they are public figures with authority. Hence， Mark shouldn“t have had his uniform on. He probably would have gotten disciplined if his superiors found out， especially he wore it to a bar. That is a major “No No.“
